Suspect in Fatal Shooting on Weaver Road Arrested and Charged

HOUSTON, TEXAS, September 19, 2023 – The Houston Police Department (HPD) has made a significant progress in the homicide case stemming from the September 9 incident at a residence located at 4115 Weaver Road. On Monday, September 18, Rigo Pena, Jr., 27, turned himself in to authorities in connection with the fatal shooting that took place around 1:40 p.m.

Pena, Jr. is charged with murder and aggravated assault with a deadly weapon, with the charges filed by the 178th State District Court. His booking photo has been released to the public. He is currently being held at the Harris County Jail.

The initial police response to the incident found one victim, Tom Louis, 55, unresponsive and suffering from multiple gunshot wounds in the front yard of the residence. Despite the life-saving attempts by Houston Fire Department paramedics, Louis was pronounced dead at the scene. A second victim, a 57-year-old male, was also found with multiple gunshot wounds; he was rushed to a nearby hospital to receive medical attention.

The preliminary investigation paints a picture of a heated verbal altercation between the now-deceased Mr. Louis and an at that time unidentified suspect, known only as a Hispanic male going by the nickname “Junior.” The disagreement escalated to physical violence when the suspect attempted to pull out a gun. A struggle ensued, during which the gun discharged multiple times, hitting both victims. Following the shooting, the suspect fled the scene in a maroon four-door pickup truck, the make and model of which remain unknown.

Subsequent investigative work led to the identification of Rigo Pena, Jr. as the suspect, resulting in the issuance of arrest warrants for charges of murder and aggravated assault with a deadly weapon. Showing compliance, Pena, Jr. turned himself in without incident.
